I just called the first number. I don't understand what the rabbi is saying...he says to do something if you speak English. Anyone understand what he is saying?

Thanks for posting the email.
Nobody has to decipher anything.
They just need to print it out and give it to the rebbe who speaks English (born in the U.S.).
My advice is to be as short and concise as possible. His time is so limited. Make sure to write your full names for tefila AND specify how you may be contacted by phone.

I just told my husband about what was said about the English issue.
He said that it could be. Maybe someone reads it to the rebbe or maybe it takes the rebbe too long to read the English.
Hebrew is always better and faster. I have translated letters for people to facilitate the process. If you can do Hebrew somehow, it would stand a better chance of getting read and responded to.
I have to warn you that you don't always get a response. I suspect that some letters fall between the cracks, so it helps to remind the gabaim if you don't get some response. But some letters do not get answered at all. Sometimes you get a call in the middle of the night (Israel time) and sometimes there is no response. There's no telling. The Amshinov rebbe is totally swamped and I'm not sure how he deals with it all.
