I no longer live in Flatbush, but I made two brisses there before we moved away. We LOVED 'merkaz hasimcha' which is near Avenue M & like 17th street. At the time hall rental was 300sh (my last bris there was over 7 years ago). It was very nice place & we loved the idea of having our own private minyan.
For catering you can call any of the many bagel type stores on Avenue J or M. Seven years ago it was about 9.50 a person for the catering.

I used this place too. But now they have their own caterer-you don't bring in your own. They are a bit pricey, but it's nice that they take care.
We used Rabbi Paysach Krohn as our mohel. He was a bit more expensive than the rest, but my pediatrician, after seeing the bris, was like,"who did the bris? he did a really good job!"

Bagel Hole now charges $10 a person for catering.
You need to call a mohel ASAP--like the day you give birth.
