Check chinuch.org. They sometimes have examples for letters like these.

I'm a middle elementary teacher.
My letter sounds very positive and enthusiastic.
I mention
the curriculum (we'll be learning xyz)
Incentive programs
Homework expectations
Preferred way for parents to reach me
That's most of it.

This is mine, I think it covers all the basics. Feel free to use as is or to get ideas.

Please write your priorities and goals for the year. The times and ways you can be reached and how long it usually will take you to respond. If you have any unusual classroom rules or a special project to anticipate. Your general homework philosophy. Something about yourself and your connection to the subjects you are teaching so parents feel a connection and will remember who is who. A special message to your upcoming student.
The letter doesn’t need to be long or a dvar Torah.

We also give out a longer, detailed curriculum overview at orientation.

My favorite story on this topic is the teacher who told her class parents " if you agree to disbelieve 50% of what your kid tells you happens in class, I agree to disbelieve 50% of what your kid tells me happens at home!"
