It was very safe in the Giuliani and post-Giuliani era. I lived in midtown, then in Columbia, then in Harlem, midtown again, then I moved to Brooklyn. Never felt unsafe.

Unfortunately NYC hasn’t been at the same level of safety that it used to be, for a LONG time

He crossed state lines with his weapons so I’d think it’s a federal crime.

James will be charged under a federal statute that prohibits terrorist and other violent attacks in mass transit system. The federal government will also charge him with crossing state lines.
"We used every resource at our disposal to gather and process significant evidence that directly links Mr. James to the shooting," Sewell said. "We were able to shrink his world quickly. There was nowhere left for him to run.
