I understand, but my question is if the bracha itself is different ?
In other words, are the words "Rosh Chodesh Ploni" considered part of the bracha?

1. Yes, the nasi of shevet Shimon is listed in the beginning of Bamidbar as Shelumiel ben Tzurishadai.
The reason why this nasi is notable is because later on, the nasi of shevet Shimon is named Zimri ben Salu. (Who of course is notorious for sinning with a Midyano woman in public.) There is an opinion that Shelumiel and Zimri were one and the same.

4. Actually he was the son of Shem, so would be in the 10 generations between Noach and Avraham
