My husband's friend just called from America and said that he drank a lot on Shabbos and is very hung over and throwing up now. He said he needs to drink and wants to get a heter from a Rav but the Rabbonim there are sleeping now... He asked my husband to call a Rav for him. We live in Israel but also don't any Rav we can call now. The Rav we would normally call for our she'elos is hard to get through to even when it's not Tisha B'av. Any recommendations?

Dh rabbi’s said that because of a slight medical condition he should try to fast. I would think if he is throwing up he vacant drink.
