The Queen didn't change the rule. The government passed a law altering the Act of Sucession, passed in 1707 to remove the implicit criteria of male primogeniture. It was a complex piece of legislature, that had to be passed almost simultaneously by the United Kingdom and all the Commonwealth countries.
Altering royal rankings would be even more complex, since they are a matter of tradition and precedent stretching back over a thousand years. A history that long doesn't have to be altered to suit what is currently fashionable. It has not detracted in any way from the Queen's reign that her husband never had the title of King. He was able to forge his own path as consort and Duke of Edinburgh.
And anyone who has ever played cards, on any continent, knows that King is higher then Queen. No one has suggested altering that!

The whole idea of a Royal Family in a democratic country isn't fair. Trying to change laws so that things should be more fair is rediculous.
