Does the answer have to do with the fact that, based on the wording, it cannot possibly be the first or 100th floor?

It could be any floor. Since you don’t know which floor it’s on, what will be your strategy to get the answer with the least attempts?

What about if we do it by halves. So start at 50. If it breaks, go down to 25. If it doesn't, go up to 75, each time making the discrepancy half the previous one. You can find the answer in maximum 8 tries. I don't know how to do it with two bulbs, though.

what if it breaks by 25 too. Then you’re stuck without bulbs.

I already celebrated on ice cream with the assumption that I got the final answer. Worst case if I’m wrong I’ll have more ice cream tomorrow.

Let’s start with 14. If it breaks at 14 you still need to try 1-13. (The logic of leaving out the last only works for the 100th floor)

No, you do 14 then 1-12 is enough. If still didn’t break by 12 you know it’s 13. So that’s 13 attempts!
