Do I need a phone to have an Instagram account? Or can I open and operate it from my computer?

You can have one from your computer. I dont have a smartphone/tablet and I have an account on my laptop

You can't post or respond to dm's from a computer. You can only do that from a tablet or a phone.

You can post on your computer if you open Instagram in an incognito window.
Here's how:
1) Open an incognito window and go to instagram.com.
2) All the way on the top-right corner of your computer screen, you should see a vertical line with 3 dots. Click it
3) Click "more tools"
4) Click "developer tools"
5) Ignore the right side of your screen.
6) On the left side, sign in and post as you would on a phone.

That's what I always did, but it could be it won't make a difference. If it works in a regular window, let me know!

For clarity, what you're describing is showing phones on desktop. I don't see any reason why it would have to be done incognito, as developers tools works just as well on desktop.
