I don’t think health officials tell them beach school decides what to do by themselves

Well what do you think the answer is??? You think yu has some conspiracy to get everyone sick???
Did you even read the letter from yu “ We are working closely with, and following the recommendations of, the New York City Department of Health and Mental Hygiene (DOHMH) and the Office of Emergency Preparedness and Response and other government agencies to take every necessary precaution to ensure the safety of our community. The student has not been on campus since Thursday, Feb. 27, and is in quarantine with his family. The DOHMH is testing the family.“

I understand OP's concern. The US are taking far less precautionary measure than other countries. Look how many people and schools are being quarantined in Israel. A much smaller ratio in the US which currently has a bigger outbreak.

There are now six confirmed cases of coronavirus in New York state, including 4 new cases today, according to the state’s governor Andrew Cuomo.
The wife, son, daughter and neighbour of a coronavirus patient in Westchester have tested positive.

A teacher in a school in Passaic is under quarantine for being with the sick man.
The school had delayed opening for cleaning.

Because the student bodies are intertwined. A lot of families have kids in SAR and WTA. They decided to close down for the day, and evaluate what to do next. IMNSHO, it was a mistake to turn school buses around because parents might have already left for work, but it was a judgment call. The school remains closed today, presumably as a part of the self-quarantine of persons who attended YINR on certain dates.
Three family members of the attorney have all tested positive at this point, including, AIUI, the YU student, and a neighbor. Classes at YU were canceled.
One of my children grew up with one of the attorney's children, and I know the wife a little bit. This isn't abstract for me, and I'm certain its not abstract for many others here.
Stop arguing. Start davening for them.

Why would they shut the campus down unless necessary? There are many out of state students who would be adversely impacted
