Some think it comes from the fact that the Totty washed first in the bath water. Then each subsequent member of the family used the same dirty bath water until they finally got to the baby. And the water was so dirty, the baby got tossed out with the bath water.
Others say Germans were such aggressive cleaners that in their zeal to clean up, bye bye baby.
