Why is the vendor portal only letting me select 2019?? There is no option to finish billing for 2018... is it too late? It's only the beginning of july- I can't imagine everyone completed their billing for the school year?

No its not too late. This happens every year. You have to email them that 2018 is not showing up. They usually fix it in a couple of days.

It's been fixed already. Just click where it says 2019 and you'll see that 2018 drops down too.
