Do you see my caplocks? that is how I feel. It took my daughter 20 MINUTES to read 4 words! And she is going into kita alef.
What do I do?

I don't know what to tell you, but that I sympathize. My going into kitah gimmel girl was fine with kriah in kitah aleph, but had issues in kitah beis and even went to a specialist for extra work. We've been working with her this summer and she's accurate when focused and paying attention, but her fluency is horrid, and she still adds yuds and alephs where they aren't. . .

PRACTICE PRACTICE PRACTICE. Smile

Every single day. But make it fun. It's the only way.

Unless you think she has some sort of learning disability and want to contact a professional.

Try to figure out which letters and which nekudos she has a hard time with. Concentrate on those.

And get her to teach her little siblings what she herself needs to remember.

what gr said, and..
practice first thing in the morn. (not tired)
see if she's having trouble knowing the names of specific letters or nekudos. if she's not fluent enough in the basics, then go back to them.
try not to have any distractions around while practicing.
read from pages that don't have distracting pictures on the page (flowers, etc.) because it takes away from focus.
write words she can read and understand, to make it more interesting to read (names of people etc.)
can you be more specific to what the problem is (focus, confusion, boredom, ....)
