At least two (or two candles held together) because we say 'borei meorei ha'esh' in the plural.

Just make sure the two wicks are close enough together that the flames merge into one. Those pillar candles with multiple wicks that are far apart and remain separate flames are not yotzei for havdoloh. it has to be a multiple-wick flame so it resembles a torch. two shabbos candles held together in an inverted V so the two flames fuse into one is perfectly acceptable.
