We don't have a hot water urn. Was thinking of putting a pan of cold water on the hotplate on yom tov. Would it get hot enough to use to pour over pasta to warm it up again? (Don't need to use it until lunch so can stay on for hours)

It might. We've left hot water on and it's certainly hot enough to make tea Friday night, but we boil it in the kettle before Shabbos.
Alternatively, can you use hot tap water on Yom Tov in the States? I don't remember. Here we definitely can with solar water heaters.

On our plata the water gets hot enough when left that long.
Suggest you put the water in a pot as opposed to a disposable pan since the aluminum breaks down when heated so long (I've seem the effects when making disposable double boilers on the hot plate). Also that the pot is filled completely as some of it evaporates.

Great, so that's the plan. I'm going to have one pot of hot water to pour over and warm up the corn on the cob and the pasta. Neither need to be boiling hot so it should work okay. I'm thinking of putting the corn and pasta in roasting or net bags and dropping them carefully into the pot of water, instead of getting hot water everywhere...
