In some stores & depending on your older one's size, it shouldn't be too hard as 24 month is in the same size category (infants) as 0-3 months.
In other stores, or if your daughter is bigger than a 24 months it is a little trickier but it is doable. I did it for a newborn & a 4 yr old.
I found that Children's place usually has some overlap- sometimes only one of the colors will come in both size groups or the style/cut might be different- between groups. Also osh kosh & carters often have coordinating (if not matching)- we even do matching sleepers (my big one found that to be even more exciting when she was little- we were in carters when our baby was a newborn & she saw a sleeper to match her favorite one- they had to wear it every time it was clean )
If you are looking for shabbos/yom tov/simcha, Burlington usually has a few dresses that go from newborn to size 14- also I found some of their baby gowns are sized funny- we put a size 12months on my 8day old baby (we had a wedding) and it fit her perfectly so don't just look at the tag, if it looks small hold it up to another outfit in that size and see if it's the same.
OR...you can go to most frum stores...and spend a fortune.

you didn't say if it was for weekday - or a simcha or what ?
but you should be able to find things that match everywhere ... kids r us, gymboree [if they still exist] old navy, borough park stores, macy's & other department stores
sometimes the outfits will vary for the infant [bubble] vs toddler [pants] vs little girly [dress] - but the material will be the same

Children's Place for dresses, shop clearance/late in season and with a coupon (they give them all the time) to get good prices.
Fort-shirts I'm not that impressed with Children's Place quality anymore.

size 24-36 months (or size 24 months) is not the same as size 2-3 (or 2t)
it is cut a little wider and shorter.
if your two-yr-old has a longer/narrower build, the clothes won't really fit.

sorry I wasn't more specific. im looking for shabbos.
my 2 year old I dress on shabbos in dresses, and she is longer and leaner, so the size 24mo is too short for her .
