2 1/2 yr old - just for #1

My son is almost 2 1/2. He has been making #2 on the toilet for at least 6 months now. All the time. But I can't seem to train him for #1 (I know - it's usually the reverse). He just seems to be clueless. If I take him he will usually go. But I can take him every 20 min and he will go! And if I dont take him he will never go by himself. And if I ask him if he has to go, sometimes he will say yes and go. Other times he will say no and make on the floor. Other times he will say no and stay dry. I tried having his diaper off plain, I tried having it off with pants on and letting them get wet. No difference to him. I tried bringing hom on the hour to schedule him. He will go no problem, but he will also make elsewhere no problem. It's like he doesn't notice it.
Suggestions?
