1 c flour
1/2 tspn baking powder
2 eggs
2 t oil
1/2 c water
1 tsp salt
1 t paprika
oil for frying
Combine with fork. Coat the nuggets and fry.

(My personal feeling is that it would be hard to do so since the batter is sticky, unlike a breaded coating, and would stick tremendously to the pan. That's why oil has to be very hot when frying something like this -- otherwise it just sticks to the pan and comes off the chicken. It needs to start cooking as soon as you put it in the pan to solidify.)

what if you put a lot of oil on the cookie sheet and heat it up in the oven beforehand? It would save so much time to bake instead of fry

Never tried it. Maybe get a deep fryer to save time
