I don't know what you'd find tzniut there, but try the mall rat stores (Forever 21, Wet Seal, places like that) for smaller sizes.
Conversely, high end lines haven't been as subject to vanity sizing, so you might find something in a 2 or 4 that would fit.
Finally, try Ann Taylor.
Not that I have any of these problems, unfortunately.

it's hard to find. banana republic and gap both have. but I find that gap sells out really fast on small sizes. I find in general it's hard to find anything in size 00,0 or 2. I just do the takeing in thing.

Most junior's sizes have the equivalent of a size zero (and smaller).
I second all the stores that Barbara mentioned.
Also, United Colors of Benetton carries very small sizes (IIRC).

I second going to Junior size stores, like stores for teeny boppers (Joyce Leslie, Rainbow Shop, Mandees, Forever21...). Their stuff runs small. so a 2/4 can fit like a zero, but they usually also have 0s too. Also, I think most malls also have a junior section.

I think H&M also runs very small.. I'm reg a size 6 but there I can walk out w clothing size 10

- Ok, so I'm also really small and I am always on a quest for super small sizes (more on top than the bottom, though)
- I second Banana Republic (esp the petite section). Most of my clothes are from there.
- Ann Taylor and Ann Taylor Loft both have 00 or XXS
- Gap Petites
- Theory ($$$, but they do have really small sizes) (outlet in Woodbury Commons)
- Some H&M clothes are small
- BCBG ( I get tons of stuff at the outlet for much less expensive - Woodbury, Jersey Gardens).
