I have a fairly slim toddler- can see her ribs easily when she bends or stretches, not much fat on her arms and legs at all, etc.
she is also very short for her age but has a high weight to length ratio…
Do I need to be worried?
Her head measures on the larger size (90th %for her age) so my DH thinks some of the weight might come from there.

This is my first kid so I haven’t really figured out pediatricians yet…

She might have heavy bones. There is really such a thing. My son has that. He's very tall and skinny yet he weighs ALOT.

Seeing bones is not always an issue, many kids that have. Are you saying you have never been to a pediatrician yet?

Just I’m confused that such a skinny girl has a high bmi? And if I need to be concerned about it.

Does she look and act healthy? If yes, I wouldn't worry at all based on these factors. Why are you even calculating a toddlers bmi?

Pediatricians usually just check that they are growing well, meaning having a good growth curve on the charts. Everyone’s form is different.

use your energy to sort out a pediatrician instead of worrying about toddler bmi or head circumference. do you mean you don't have a pediatrician or do you mean you have one that you're not happy with?
