Smooth crepe batter without blender

I dont have a milky blender.

I want add flour last as I dont want to overmix the gluten

recipe has eggs and milk.

I usually mixed the eggs and flour first so it cam a smooth paste but it took alot of mixing

if I mix the egss and milk and then add the flour will it not make it lumpy even if the flour is sifted?

You don't need a blender but your need a regular whisk.
I suggest you add around 50% of the liquid and whisk vigorously. You will see the lumps being dissolved and then add all of the liquid.
Adding a tip: let the batter rest for around an hour or more before frying.

I want to be gentle with the flour as I dont want to develop the gluten/

You won't develop the gluten.
You absolutely need a whisk my dear. This is the most basic kitchen tool there is, you absolutely need to get one. Pronto.

I managed till now with a fork.

why wont it develop the gluten?

I read that if you dont want a tough batter, mix gently not to develop the gluten

Because there is no need to beat the batter with a whisk in excess. You beat only until the lumps dissolve.
