My seamstress charges 6 dollars to cut the sleeves of my daughter's clothes. I do it on many tops and dresses

$12 at the Chinese dressmaker. Still less than the $50 total you're looking to spend.

My place charges $20 for a hem will have to ask what they charge for sleeves.

Leave the sleeve as it is. Elbows are not worth looking at. They are wrinkly.

Umm. No my 4 year old does not have wrinkly elbows and she’s way cuter and comfortable in short sleeves.

OH. ok.
Not hard to shorten those sleeves. Turn dress inside out, fold in half and pin together. Cut sleeves at same length, cutting through both at once. Turn up, run stitches by hand .
It will be fine.
