What would your reaction be?
I’d laugh even though I’d feel bad about the monetary loss

If your friend tells you that she went to toivel her brand new shiny Betty Crocker and it fell into the dirty mikva. She tried fishing it out with the net to no avail. She went back home to bring her teenager to help her fish it out and they weren’t successful. The shiny Betty Crocker is now sitting on the bottom of a filthy keilim mikva. She needs to buy a new one.

Isnt there a number of someone to call to help fish it out?

She cant be the first person this has happened to.

Do you have chaverin where you live?
Or know any handymen?

She claims it’s been in water too long to still work. I thought a rice bath can still help if she manages to get it out.

I am the friend who lost the Betty Crocker.
I don't know who maintains the mikva, but at this point, it's been submerged for a few hours already. I doubt it's still salvageable, even if I could get it out.

Not necessarily. I would think if you fish it out and let it sit draining for a few days it might be fine. It's not like a cell phone with delicate electronic chips inside. But honestly actually what do I know!

Also, I wouldn't find it funny. I'd just feel very bad for my friend.

Ask your LOR. Even with the hechsher. Some people hold you still need to toivel.

Only some. Not most. If you order one on Amazon, for example, you need to toivel it. And I can't reach the bottom of my local keilim mikvah. And I'm a bit paranoid. So I toivel everything by dropping it into a submerged laundry basket I hold in the other hand.

I would think it should be a kapparah, she lost something for a mitzvah- and one that seems simple but is actually pretty nerve racking when in comes to small appliances. I would ask her to give me a brachah.

I would also laugh, it's a funny story.

Yes it's a monetary loss also, but there's nothing wrong with finding humor in the situation. It wasn't a huge calamity BH (which actually also elicits laughs sometimes, but that's because of a nervous reaction.)
