if u use wipes, make sure to use the extra sensitive ones. I bought those when my babe was born, and I liked them so I just stuck with it. well we were away and there was only regular wipes and my daughter got a rash just from the wipes, so maybe ur baby just has sensitive skin...

Actually corn starch and baby powder can make it worse. Just make sure the baby is very dry after wiping before you put on a clean diaper and use Desitin or something stronger. Cahnge wet and dirty diapers often. Speak to your doctor, that is your BEST bet.
