Hair growing back after 10+ laser sessions

Is this normal ? I'm so disappointed all the money spent and the hair is growing back my last session was #11 about 6 months ago. The hair isn't even sparse ..
Any ideas why this is happening ?
In my 30s not pregnant or nursing if that makes a difference...

Not all laser machines are good…

Some are not as effective as others.

At this point I would tell you to try electrolysis if it’sa small are…

I’ve done 6 years of laser max it’s not all gone. I changed to a better machine and started finally seeing faster results. Also, some people just have more hair cycles than others and need more time.

Laser doesn't usually work on hormonal hair. It stimulates extra growth.

For underarm im Having this issue I don't think that's hormonal
My skin is a little dark does that make a difference?

Wondering if a more painful machine is better or worse. I currently use someone that's so painful, but my daughter goes to one that's painless. Does it make a diff in long term effects?
