It’s a mitzvah to eat hot food on shabbas, but we can’t cook or turn in a fire. These days we have hot plates and crock pots, but what have Jewish people done all through history?
I know about the local bakery oven, I mean before that.
And why did Hashem make it this way

There have always been ways of keeping the food hot by keeping a fire on. Nowadays, we just have appliances that make it more convenient.

In fact, "lo tevaaru esh" is used as THE classic illustration of Karaite error, interpreting the verse literally as a prohibition against having fire burning in the house on Shabbat, when in fact the Oral Law shows that the prohibition is against igniting a fire, not having one continue burning.

They had ovens of some variety. They made a fire. Everyone put their food in. They sealed it up and eventually the fire went out but the oven still stayed hot until the next day.

Covered hot coals. They stay hot enough to cook for a day or two, even more if it's a lot.
