I put frozen stew meat in a pan with chopped potatoes, onion, celery, carrots, and garlic. Added spices. I put it in the oven (covered) at 275, planning to cook it low and slow for a few hours. It just occurred to me that I didn’t put in any water. Does it need water? Thanks in advance!

Most likely not.
Between the veggies that will release water and the meat bing frozen it's almost certainly ok at that low temperature.
