There are all kinds of mehadrin hashgochas. There's Rabbanut Yerushalayim mehadrin, Rabbanut Tel Aviv mehadrin etc. Is your husband going to be willing to eat at a restaurant with Rabbanut mehadrin of any kind?

As I said before http://rest.co.il/ is comprehemsive, lists the exact hechsher and you can search with a mehadrin key by checking a box.

eluna.com is also a great site. You can search by Hechsher.

Fabulous when chometz; they have an Arab who makes the salatim which were divine (I ate fish under duress cause it was the 9 days). They have a branch in Ramat Gan/Bnai Brak as well but I have not eaten there.
Nothing is going to be the same on Pesach.
A very good bet is the hotels. Some have very good hashgachot.

Re: Eluna caveat emptor. There are no negative reviews so you really can't know the truth about any given place (we've been disappointed too many times to trust anything written on the site ever again) but they are good for the discount if you are going to a place which you know is good. The other ones, ROL.co.il and REST.co.il (mentioned above) are actual customer reviews, supposedly.

rest.il.co has included all of the reviews I've written. They produce the actual menu including prices if possible and nearly always is the exact hechsher listed.

The one eLuna place I ate in was a major disappointment and quickly folded.
