I think the real question is: Is the plastic recycled? b/c "new plastic" isn't an issue, but if the shrinky-dink plastic comes from recycled materials like old lunch containers, I think then it COULD be a potential problem.

However doing some basic research that indicates that shrinky dinks plastic is plastic #6

and then I found this about recycling plastic #6
Plastic Recycling Symbol 6. Recycling: Number 6 plastics can be recycled through some curbside programs. Polystyrene can be made into rigid or foam products -- in the latter case it is popularly known as the trademark Styrofoam. Evidence suggests polystyrene can leach potential toxins into foods.Nov 25, 2008

Doesn't sound like a very food-friendly material, so probably not a kashrus problem

Even by Pesach we don't worry if a dog won't eat it. So I'm guessing you don't have to worry here either.
