Prismacolors are an expensive option, they are great for blending colors and can be used to create real masterpieces. If your daughter was using them for her own drawings I would say it's worth the price. For an adult coloring book though I don't think you need to get the best option out there; any brand should be fine as long as it's not dollar store quality.
(As an aside make sure to use coupons in Michaels because they are a fortune!)

anouncements to all micheals has a 50% off sale today. I hope it includes colored pencils. thanks for your answer. I am not planning on buying prisma. too much though. its a trial. to see what can be started. and if I see some persistance and interest I will invest in better quality.
I thought too that most companies except dollar stores are good. just wanted to hear what others have to say.

I love Prismacolor, and yes they do go on sale with some regularity at Michael's. The colors are gorgeous and you get nice fine points which is important when you're coloring small spaces or details.
If your teen is just fooling around then go for a cheaper brand. I'm pretty sure that the company that makes prismacolor may also make a cheaper grade, but there are plenty of options. But if she's a fairly serious hobbyist then go for the nice ones. I'm not sure how much they are but I think when I bought mine I got the set of 24 for about $12? Not that much in the scheme of life. And they are good quality so they last, the tips don't break off all the time and you don't need to color hard or many layers to get a nice color coverage.

I loved my prisamacolor pencils, until they disappeared. (There were a few that did break a lot, and some were not as soft as other, but for the most part they were very good.)
Then I bought a set in costco for a great price. It has loads of colors, but is not as soft and blendable as prismacolor.

Sargent colored pencils are very cheap. You can get 50 colored pencils as an add-on for Amazon for only $5. They are a good starter set, wax-based. (As opposed to oil)
https://www.amazon.com/Sargent.....PA1AU
Prismacolor pencils are better but cost more. On Amazon you can get a 24-count for $8.34 and a 48-pack for $21.99 Also wax-based. (As opposed to oil)
https://www.amazon.com/Prismac.....T0A6B
If you want cheap oil pencils, then go with 48 Color Marco Fine Art Drawing Oil Base Pencils Set on Ebay for only $10 for 48. (If you read the reviews on Amazon, they actually did quite well but cost more on Amazon.

Prismacolor are beautiful- I haven't tried many brands, but I love the colors, especially for blending. I would only buy them if she's very serious about coloring, though. They're not cheap, but if this is art she will be displaying or showing friends, it's worth the investment.
Definitely shop around or use a coupon.

I vote for Prismacolor or Faber Castell. These are easy to apply because the cores are softer than the cheaper kinds. Softer cores mean you have a greater ability to shade or smudge the colors.
