It's really pretty. Would you consider adding a 3 inch black ribbed ribbon to bottom? I've done that and gotten really nice results.

thanks I tried Katz but didn't really have nice elastics and regular ribbon won't work because it needs to be very stiff

Would you want to add a layer of leather? Or seude?
You can even use grosgrain ribbon.
If you need the layer to be stiff, add interfacing underneath.
Katz Trimming (not the fabric store) or Sew Splended could help with what you need. Just know what to ask for.

that's such a good idea then anyone know where I can find that material with the waves

Maybe buy two of them, exactly the same, one much larger, and cannibalize the bottom, to lengthen the skirt. Then, with the left-over piece that has the waist, put it around your shoulders, to make a two-piece set?
Have your dressmaker copy the style, it's nice.
