How do you deal with an impulsive 9 yr. old????

my 9 yr. old son, is showing signs of adhd and/or behavioral issues etc. we have applied to get him into a special program, which is being held up because they are waiting for forms to be filled out by his cheder, which is pretty much closed in the summer. anyway in the interim, I am losing my mind. He is my oldest, and I wish I can rely on him for just some small things around the house, but he is completely unreliable, and irresponsable. however that is not the main issue, He is just so impulsive, he does things completely not caring about what the consequence is. I feel like I have to be more on top of him than my 2 yr. old. today he tore open the back of a teddy bear and pulled out all the stuffing and was running around the house laughing and throwing it on his siblings. then tonight I went to tuck him in and I see he somehow managed to scratch a "design" in the newly painted wall next to his bed. I got so mad I gave him a potch and he just laughed.... These are just 2 small examples... but literally on a daily basis he does silly and impulsive things.... how would you deal with this, I could really use some advice, b/c apparently e/th I am doing is just not working. (just as an aside, I can't remember the last time I potched him. today I was just running at 0% capacity. it was over 100 degrees, I'm pregnant, with no cleaning help, and b"h lots more going on in my life, I just lost it and smacked him, I think he was so shocked he just started laughing.... who knows maybe it worked.)
