I have a plastic storage shed outside that I put all the old clothing.
the problem is that it's a mess - just a bunch of bags piled on top of each other (labeled but stilll)
how can I organize it better?
it's a plastic shed so I'm not sure I can put shelves.

Containers sounds like an option to me. Go to containerstore.com

You can buy those plastic boxes from keter but they are expensive.
If you look around and wait, they sometimes have the freestanding plastic shelves for good prices.
Or post on your local list looking for moving boxes and pack the stuff up in boxes. You might have good luck in the summer if you are in a place where new olim come in.
