NYC - Junior Driver's License

So we live upstate, and I know that at 16 my DS can get a permit, and 6 months later get a road test, and if passed a junior license.

I read on the DMV site the restrictions they'd have when they drive here.

My question is, if he goes to Yeshiva next year in Brooklyn. Can he take the road test there, or because you cannot drive there at 16.5 (even with restrictions), he wouldn't be able to? (yes, I could bring him here for the test itself, but his official ID would have a Brooklyn address)

I read a bunch online, but I'm still confused. And it's really important to him.

I don’t know if this helps you, but my son did his driving lessons in Brooklyn, did his road test in Staten Island, and we live in the 5T.

Thank you, that does help to know you can do it anywhere. But was he young? I guess I'm wondering about obtaining a junior license if you live a place that you cannot use one. (his legal id is there)

He got his permit at 17, so there was no junior license needed.
My understanding (though I may be wrong) is that he can drive out of state with his permit and needs to follow the rules in that state.

A junior license is not valid in NYC, period. However, a 17-year-old with a Class D license (an adult license, awarded after attending a State driving safety course and submitting the requisite documentation) NOT a DJ or MJ, can drive in NYC.

What is the point of a junior license? And how is a kid in NYC supposed to take driving lessons if that’s what they have? (My son never had one, so these questions were never answered)

We live in Nassau County, but my son goes to school in NYC. He's 16 and he did the research about junior license vs regular license and decided there's no point to getting a junior license with all the restrictions when he can just wait 6 months and get a regular license. He got his learner's permit as soon as he turned 16 and he's currently taking a driver's Ed class that includes classroom time and driving practice. There's also a certain number of hours of driving practice he needs to get before he can get his license, which I think is around 50 hours, but I'm not the one keeping track. So far he's gone practice driving with his father and grandfather (not me, lol!) and I seem to recall that a certain percentage of the required practice needs to be at night.

I don't want him to drive in NYC. I want him to be able to drive here, where it is legal, while following their specific rules. I'm asking, if his non drivers ID lists a Brooklyn address, can he obtain a junior license at 16.5. Does anyone know the answer to that question?

Why would his address be in Brooklyn?

As your dependent, he's legally at your address and easier to show proof of address there anyway.

a junior license allows very youthful drivers limited driving outside of NYC. Depending on location, they may be able to drive at age 16 or 17 during the day e.g. to school, but not at night, and with other restrictions.

For driving lessons you need a learners permit, not a junior license. You can't drive a car by yourself with a permit regardless of age, only with a licensed driver in the car with you. You get a permit BEFORE a junior license, and you don't get a junior license at all if you're in NYC or if you're over 18.

Yes, he can, but he will not be allowed to drive by himself in NYC until he's 18 and gets a full fledged adult license.

So then why would one not prefer to just get a permit? I don’t understand these crazinesses that NY has. Do other states offer a junior license also?

Yes, but they're called different things like probationary license, etc
Until a certain age or certain time span of holding the license a young teen gets, there are restrictions regarding passengers in the car, night hours (like after midnight), etc

For the person asking why not just a permit. With a permit they’d need a licensed driver with them with jr license there are times they can drive alone.
