Back then, on the original Asara b'Teves, Hashem decreed that the churban would happen, that's why the fast day is so serious that unlike Tisha b'Av, we would actually be required to fast even if it were to fall out on Shabbos.

According to the Chasam Sofer Hashem reconvenes, so to speak, each year anew on Asara b'Teves to decide whether the beis hamikdash is to remain in destruction.

That's why it says that if the beis hamikdash isn't rebuilt in our times it's as though it was destroyed in our times. Because each Asara b'Teves thus far, the decree was once again reenacted and we were not zoche to the return of the beis hamikdash.

This Asara b'Teves, let's unite in our efforts to CHANGE that decree!

שיבנה בית המקדש במהרה בימינו - May we indeed merit the rebuilding of the beis hamikdash speedily, in our day!

Not that I'm doubting you, just curious to read more about it.
