When they rebuild over the actual Ground Zero: I'm sure there will still be some bodies and/or body parts underneath, so it doesn't sound like a good idea to me... But the buildings next door-- doesn't sound like as much of an issue to me... Yet this is, of course, as CM said, a question for a Rav!
