They mean modern Hebrew. If you were raised ffb you can read from a siddur unless you’re dyslexic or blind.

And to the thousands, perhaps millions of non jews living in America & don't speak English, it's not a big deal for them either. They don't even care to learn English. Everything is catered to them in Spanish.
People living in America & don't know English, is no different than the many jews that live in Israel & don't know Hebrew.

The vast majority of Jews in israel speak Hebrew!

Not knowing the language in the country's one is living in is a major handicap in all aspects.
