For those who pasken like the Shemiras Shabbos K'hilchaso I just checked up in there and it definitely says you can drink water before havdala.

Chabad does not hold by drinking even water but if someone has an extenuating circumstance, I think that I was told by a Chabad rabbi that they could. Obviously it is better for a woman to make havdala if she cannot wait for her husband and needs to eat or drink.
