I've never been anywhere where they didn't sell chicken in the nine days.
There are non-Jews, non observant Jews, Jews whose minhag allows eating chicken, Jews who for health reasons have a heter to eat chicken... Not to mention that people may be buying for a seudat mitzvah or (later in the week) for shabbat.
Where do you live that kosher chicken can't be purchased during the nine days?

You're right. At first I thought it would only be restaraunts without a mehadrin hechsher, but I checked out wolt yesterday and many mehadrin fleishig restaraunts were open

When I worked in Geula, there was a butcher shop nearby. Erev Rosh Chodesh Av he put a notice in his window saying that he would be open Thursday afternoon and Friday. For special situations, please call him.
In Geula, it's safe to say hardly anyone is buying meat during the Nine Days, and it wasn't worth him staying open. In other places, people have all kinds of approaches to eating meat during the Nine Days, so the shops sell it.
Many fleishic restaurants advertise a parev or fish based menu for the Nine Days.
