What should a newborn wear? When I leave the house, will she need a velour footie and snowsuit? Blanket on top? I also see some people use the rain cover in cold weathers, when do you decide it's necessary?
I'm sorry I'm just so clueless. I'm expecting my first baby and there are some things they just never teach you!

I either did a footsie pajama or a combo of soft pants, tee shirt and hoodie. Target has these great soft pants in a 3 pack that my babies lived in. DH did most of the diapers during the day and he preferred the tee shirts that snap under the tush to a one piece footsie. You should try both and see what you like more.
For outerwear I liked the jumpsuits carters sells its not too thick for car seat straps.

I bought a faux fur coat that has attached bunting. It's not too thick for car seat strap. Will I need a blanket in addition to that?

Car seat or not?
Stroller: bodysuit + tights or footed pants, a pjs or a set of top+pants+socks on top, snowsuit. If it’s really cold, add a hoodie or a blanket on top of the snowsuit. Add and remove layers if necessary.
Carseat with a carseat cover: a lighter non-puffy overalls instead of a snowsuit.

If your in a heated car I think its warm enough if your walking on the street it depends on how cold it is.

I'm not sure yet if I'll use a car seat or stroller, but I'll probably walk her to babysitter every day, so I'm mostly wondering about being outside with her. Also, does anyone use a rain cover to protect from the cold? I've seen a lot of people around me doing it.

I find tights on babies super annoying.
Layers are usually best.
Onsie
Footed stretchie, velour or fleece if it's cold
Sleep sack or snowsuit
Hat or hood
I avoid blankets, they generally fall. I also don't bother with socks till they get a little bigger. Then it's more for style.
Be careful that your baby doesn't overheat, that's worse than being a bit cold. Those who use the rain cover in cold, sunny weather should regularly check on the baby. There's less air and it could get quite hot in there.

Babies under a year need one more layer than you. Also feel their back to gauge if they are too hot or cold

This is what I'm mostly anxious about, I'm worried I'll dress her too warmly.

Wrapped my baby in a blanket then put in the snowsuit, as it was big enough. The blanket also wrapped around his arms, so I didn't pull his arms through the sleeves of the snow suit, this way he was warmer. When he grew and I couldn't zip up without him wearing the sleeves I wrapped him in a blanket until the chest.
A hat and a rain cover for the stroller.
If course a footie underneath.

Yes, great rule of thumb.
If it is biting cold or super windy I would add a rain cover. Think low twenties/teens. Otherwise, coat and blanket is enough.
