I am several years past your stage and I always say that the stage of having 2 little ones tops it all off.... it is so so hard to cope.... I feel you!
I have now 4 under 7, sounds overwhelming, huh? NO, it gets EASIER bh because they become more independent over time and can also serve as helpers.
my advice to you, get yourself a mommys helper for a few times a week, as much as you can afford. to pass this stage (even without fights) is a challenge! (I applied for headstart home base program through yeled vyalda and got a helper once a week for a bit of time for free)

at my current stage, I do lots of motivation contests- tickets, small prizes, charts etc. just to get them to behave, listen to my orders, be mevater, go to sleep nicely. and best part, when they fight, I take away a ticket from the bully and give it to the victim. this works like a charm. (15 tickets to earn a prize)

I also do one major activity with my kids every day after school to break up the afternoon. if you need ideas I can give some.
im very ineractive with my kids, im playing with them and teaching them while they play (im not busy with house work or anything else)
I dance with my kids makes everyone so happy Smile
I turn on cds to listen to, the kids usually tune in to the cd while playing and forget about the world.
also, make sure to give each kid private time- now sury chose the book and sit on mommy lap while I read. etc.
now mendy will decide which toy we will build with..
good luck! this too shall pass!! loads of nachas

My kids these ages (give or take) can get into squabbles and the way we deal with it is that I tell the one who was NOT hurt- look at your brother/sister! Do you see how sad they are? That makes me so sad that one of my best kids are sad. Oyoyoy you are very lucky to have a brother/sister that you get to play with.
Quickly say I’m so sorry because we never want I have a brother or sister be sad in our house.
I find this to be effective because as a family we talk about empathy a lot so my kids can identify emotions (sad, dissapointed, frustrated) in themselves and can see it in others.

I just read the whole post and want to add that if your daughter feels threatened and is therefore constantly picking in the 2 year old you need to fill her up. Compliment her on as many things as possible and get her to be your little helper so you have more opportunities to be proud of her and let her know it. Also, look out for when the 2 year old bothers her and say to him- not nice to bother your big sister who we love so much! It doesn’t matter that he might not understand (which he likely does) but it will help her feel seen
