Bake covered for soft, uncovered for hard.

You WANT the kugel soft on top?? Why???? The crunchy stuff is the best part. In fact, someone I know takes off the top crunchy layer, then puts the kugel back in the oven so that a second layer gets crunchified while whoever is around snacks on the first crunchy layer.

Crusty potato kugel? Yum. Crunchy pasta? Gross.

Bake covered for most of the time. Remove the cover for the last 10 minutes. That should make it a little crispy but not too crunchy or too chewy to bite.

Yes I do the same and when I take it out of the oven I wet my hands in the sink and shpritz the top of the hot kugel with drops of water from my hands . Then cover the hot cover with a towel. The water on the hot kugel with soften the top.
