You WANT the kugel soft on top?? Why???? The crunchy stuff is the best part. In fact, someone I know takes off the top crunchy layer, then puts the kugel back in the oven so that a second layer gets crunchified while whoever is around snacks on the first crunchy layer.

Bake covered for most of the time. Remove the cover for the last 10 minutes. That should make it a little crispy but not too crunchy or too chewy to bite.
