This is what I do sometimes:

I fry and onion and a couple garlic cloves in a large pot (not soup pot..like a dutch oven)
add pepper steak after the onions brown a little and cook meat
add a little water with some onion soup mix ( I use goodman's, its the best!) and simmer for a couple minutes
add some cornstarch mixed with water so the sauce thickens
cover and let it sit on low for a little while.
You can pour the pepper steak over noodles or rice. Its great!

I have tried a few recipes in which the pepper steak is flavored amazingly but the meat is always tough. Why?

That's almost exactly my recipe. Yet the meat is still very chewy. Is it just the consistency of pepper steak?

you should sear the meat first on both sides then take out of the pot sautee the vege and the meat back then pour the other stuff on it cover and braise at 250 for three hours....

I like to chop the meat up

marinate in a tbls of soy sauce

tsp of corn starch

tsp of brown sugar.

pour the meat in a heated frying pan with oil

sautee add steamed broccoli or tomatos the corn starch acts as a natural tenderizer for the beef

usually the best thing for pepper stake is to add salt and pepper sautee on both sides for 3 minutes

I cut my pepper steak in bite size peices, so if it is tough, it is easier to chew
1 lb pepper steak-marinate in 2 tbsp of teriyaki sauce 2 tsp cornstarch

I saute onions, fresh sugar-snap peas, broccoli florrets, sliced carrots, and zuccini
then cook the pepper steak with a bit of oil on high for 5 minutes

in a saucepan
2 crushed garlics with a bit of oil
1 cup water with diluted chicken soup mix
1 heaping tbsp teriyaki sauce
2 tsp cornstarch diluted in 2 tbsp of water
hot pepper flakes

I then combine the veggies, pepper steak and sauce and bring it to a boil.
I serve it over white rice. it looks pretty and tastes delicious!

every once in a while I simply get a chewy tough piece of meat ... I hate when that happens - still cannot figure that one out ...

although I rarely freeze meat - make sure never to cook meat while still frozen ...

This is really easy, and it comes out nice and tender.
Brown meat in oil
combine:
3 Tbspn onion soup mix
1 Cup boiling water
1 Tspn sugar
1 Tbspn soy sauce
Pour over meat
Let 1.5 hrs on low flame

10 mins before ½ hr over, add 1 green pepper, 1 red/yellow pepper, 1 onion
Also add 2 Tbspn Corn Starch dissolved in water
