Treat it as dehydration. One of my kids dehydrates easily in the summer and the only symptom is fever.

Are you giving Motrin and Tylenol together?

Put her in a lukewarm bath. That should help bring the fever down.
Is the Tylenol and Motrin doing nothing or it's bringing it down from 103 to 101 for example? Because if it's bringing it down but not completely, that's ok. Viruses tend to cause high temperatures.
How much does she weigh and how much are you giving her?

If your dd is not delirious, don’t worry about it. Keep her hydrated and comfy. Fevers are the human body’s way of fighting off infection. Bringing down the fever may prolong whatever she’s dealing with.

Echoing everyone who is saying to do everything to keep her hydrated. Use Pedialyte or something with electrolytes. Or even an ice pop or slushy. Whatever she will drink, let her drink. Don't worry about food, but do hydrate.

My toddler had 104 recently for a few days that dropped a bit with Motrin. Just a virus but scary when it's so high
