I have an idea for a business that's labor involved. Not the real idea but let's say carpet cleaning. Currently I'm doing a lot of research into methods of cleaning (for example ) but don't have any customers/didn't officially start yet.
I would want to hire someone from the start to do the cleaning and train him in to do a great job. How does it work ? Do I pay him per job in the beginning? I can't afford a salary but really want to invest in someone that's going to learn and do a nice job. Another option is trying to find someone that already learned how to carpet clean, but I'm still stuck with my first question. Also the job also has some off seasons - do I continue paying. Any insight im new to all this?

If you find somebody you like and is good at the job and is willing to get paid per hour or per job then great.
Otherwise you pay salary. It is up to who you can hire and their terms….
