Help, there are swarms of them!
How can I get rid of them efficiently? I read that vinegar kills them but I literally can't access all those branches they are lined up on...and it would probably take me all day.

You could contact the department of agriculture to spray the neighborhood

Fill an empty spray bottle with vinegar that should be easier to dispense
