My daughter is very bright and understands Torah concepts at a high level but has poor Hebrew/chumash skills. She loves discussing machshavos and tanach but needs a program that is not skills based. If it is for non-academic girls, though, she will not be stimulated.
She is a relaxed OOT BY type with with smart phone and reads secular material. Is there a seminary that would appeal to her type that we should look into?

Ateres which is now called Neimas. This is where they excel - classes are tracked so the kids who are lower in text skills can attend a class that meets their needs there while being in the higher level classes for machshava and other subjects that are not as textually demanding.
Your description matches a lot of my friends there. I was kind of the same but somehow got placed in the higher group even for text which made me push my skills higher with no pressure and a lot of help. And I always knew that the middle class was an option if I started getting stressed out.

What do you know about Neimas? Is it actually basically Ateres? What changes are they making?

I don't know but Mrs. Sokol is heading it and as of when I was there <redacted> years ago she was the force behind most of Ateres's program in the first place. Things like the class tracking and portfolio project were her beloved babies, maybe also the arts electives. I can only assume she's going to be bringing those along to the new place.
However I would strongly advise attending an open house to see what they're offering and ask all the questions.

I went there and loved it too.
They're having an open house in Brooklyn this Tuesday if anyone is interested.
