We also divide our dial in 12 hours, when it's round, and the hour hand goes round twice a day...

We just calculate in our head that 6 + 12 = 18...

If it is the same pitch,
Hidden: 

it could be 60 minutes... because 1 o'clock would have one chime just like the quarter hours...

If I hear 4 single chimes, it could be
1:00, 1:15; 1:30, 1:45, and the next would be 2:00 (2 chimes) or
12:15, 12:30; 12:45, 13:00; and the next would be 13:15 (1 chime)

After 1 hour, I would be settled, if it chimes two times, it is 2 o'clock, if it goes on chiming once, it is 13:15

Let’s go by the assumption that the pitch is the same on the hour as on the 15 minutes. You gave that option in your answer but it was still incorrect.

I don't own a 'grandma clock', but for the sake of the riddle, it there's no differentiating between the sounds....
