This is so OT but... all those apartments are owned by someone. I don't think there are any rentals not owned by private people. In NYC people generally live in apt. as well.. it's a matter of space/land. If you want a house (which I live in and so do all my neighbors) you either have to be mega wealthy or move out to the Shomron, Golan, Negev etc. or live on a Moshav (also can be very pricey).
Anyway, those apt. are privately owned
